WhatsApp sending limits
Why was my message limited?
Sometimes WhatsApp temporarily limits a number from cold outreach — sending first messages to people who have never contacted you. This shows up as error 463. Here's what it means and what to do.
This is a temporary limit, not a ban.
Your number and your account are fine. The limit only applies to cold outreach — first messages to people who have never contacted you — and only to linked devices, which is how apps like WhatsScale connect. Replies inside conversations that are already open still work, and messaging from the WhatsApp app on your phone usually does too. WhatsApp (Meta) applies the limit and it clears on its own.
Reach-out cooldown (most common)
WhatsApp applies a temporary reach-out cooldown when a number sends too many cold-outreach messages — first messages to people who have never contacted you. It's a spam-protection rate limit.
Importantly, it applies to linked devices (the way WhatsScale and other tools connect to your WhatsApp) far more than to the WhatsApp app on your phone. So a message that fails here will usually still send if you open the chat in the WhatsApp app itself.
Why it happens
- Messaging many people who have never messaged you first, in a short window.
- A high share of recipients who never reply, block, or report the message.
- The same or very similar message sent to many new contacts at once.
What to do
- Get the contact to message you first. Once they've sent you anything, it's no longer cold outreach and you can reply from WhatsScale normally.
- Send the first message from the WhatsApp app on your phone, then continue the conversation from WhatsScale — the cooldown usually doesn't apply to the phone app.
- Wait for the cooldown to lift — the send error shows the expected time.
- Focus on people who expect to hear from you (existing customers, opted-in contacts).
- Spread sends out over time instead of one large burst.
- Personalise messages rather than sending one identical broadcast to everyone.
- Warm a new number up gradually before increasing volume.
New-chat limit reached
WhatsApp also caps how many new conversations a number can start within a cycle. When you hit that cap, new first-contact messages are blocked until the cycle resets. Anyone you're already chatting with is unaffected.
What to do
- Ask the contact to message you first — replies don't count as new conversations.
- Start the first message from the WhatsApp app on your phone, then continue from WhatsScale.
- Wait for the cycle to reset — the send error shows the expected time.
- Prioritise replies and follow-ups in existing chats, which don't count toward the cap.
- If you consistently need higher volume, talk to us about the right setup for your use case.
How to avoid these limits
- Only message people who expect it. Opt-in contacts reply, which builds trust with WhatsApp.
- Pace your sends. Steady volume beats sudden bursts.
- Personalise. Vary your message content per recipient.
- Keep a clean list. Remove numbers that bounce, block, or never engage.
- Warm up new numbers. Start small and grow volume over days, not minutes.
